Role Summary

The HSE Officer will support the implementation and supervision of Health, Safety, and Environmental (HSE) activities across construction and infrastructure projects, particularly water-related projects. The role requires hands-on site experience from an HSE perspective, ensuring compliance with safety regulations and company policies.

This is a site-based operational role focused on monitoring safety practices, conducting inspections, and supporting the HSE Manager in maintaining a safe working environment.


Key Responsibilities

HSE Implementation & Monitoring

  • Monitor daily site activities to ensure compliance with HSE procedures.
  • Conduct routine site inspections and identify safety hazards.
  • Ensure proper use of personal protective equipment (PPE).
  • Enforce safety policies and safe work practices on site.

Construction & Infrastructure Oversight

  • Supervise construction and infrastructure implementation from an HSE point of view.
  • Verify contractor compliance with approved safety method statements.
  • Monitor high-risk activities and ensure proper control measures are in place.
  • Support safe execution of water, pipeline, and STP-related works.

Reporting & Documentation

  • Maintain HSE logs, inspection reports, and safety records.
  • Report incidents, near misses, and unsafe conditions.
  • Participate in safety meetings and toolbox talks.
  • Assist in incident investigations and corrective action implementation.

Compliance & Coordination

  • Coordinate with HSE Manager and site engineers.
  • Support audits and safety reviews.
  • Ensure compliance with project and regulatory HSE requirements.

Minimum Qualifications

Education

  • Post-Secondary Diploma (Minimum Requirement)
  • Minimum 7 years of professional experience

Experience Requirements

  • Minimum 3 years of experience in similar construction or infrastructure projects.
  • Proven experience in:
    • Construction implementation and supervision
    • Infrastructure projects
    • Water-related projects (preferred)
  • Strong understanding of site safety practices and risk assessment.

Certification

  • HSE certifications (e.g., OSHA, NEBOSH, or equivalent) are advantageous (if available).

Language Requirements

  • English: Not Defined (Fluency Preferred)
  • Arabic: Not Defined (Fluency Preferred)

Working Conditions

  • On-site role across Riyadh – Dammam – Jeddah – Mecca
  • Full-time engagement for the entire Four (4) Year project duration
  • Travel between project locations as required
