Role Summary

The HSE Manager will lead all Health, Safety, and Environmental operations across major water infrastructure projects in Saudi Arabia. The role requires a qualified Engineer in compliance with new committee regulations, with proven HSE leadership experience in similar infrastructure projects.

This is a senior on-site leadership position responsible for implementing, monitoring, and enforcing HSE systems across all project locations.


Key Responsibilities

HSE Strategy & Implementation

  • Develop and implement project-specific HSE plans and procedures.
  • Ensure compliance with Saudi regulations and international safety standards.
  • Lead the HSE team across multiple project sites.
  • Promote a proactive safety culture throughout the organization.

Site Safety Management

  • Conduct regular site inspections and safety audits.
  • Identify hazards and implement corrective and preventive actions.
  • Ensure safe execution of construction activities in water and infrastructure environments.
  • Monitor contractor compliance with HSE requirements.

Regulatory & Standards Compliance

  • Ensure compliance with OSHA or NEBOSH standards.
  • Enforce adherence to project safety specifications and contractual obligations.
  • Coordinate with authorities and regulatory bodies when required.

Reporting & Incident Management

  • Investigate incidents and prepare detailed reports.
  • Maintain HSE records, logs, and documentation.
  • Conduct safety meetings and toolbox talks.
  • Prepare HSE performance reports for senior management.

Minimum Qualifications

Education

  • Appropriate University Degree (Minimum Requirement)
  • Must be a qualified Engineer in compliance with new committee regulations
  • Minimum 10 years of professional experience

Experience Requirements

  • Proven HSE experience in similar infrastructure or water projects.
  • Experience in:
    • Water Projects
    • STP projects
    • Pipeline construction
    • Water tank projects
  • Demonstrated leadership in construction site safety management.

Certification (Mandatory)

  • OSHA or NEBOSH Certification

Language Requirements

  • English: Fluent (Mandatory)
  • Arabic: Fluent (Mandatory)

Working Conditions

  • On-site role across Riyadh – Dammam – Jeddah – Mecca
  • Full-time engagement for the entire Four (4) Year project duration
  • Travel between project locations as required
