Role Summary
The HSE Manager will lead all Health, Safety, and Environmental operations across major water infrastructure projects in Saudi Arabia. The role requires a qualified Engineer in compliance with new committee regulations, with proven HSE leadership experience in similar infrastructure projects.
This is a senior on-site leadership position responsible for implementing, monitoring, and enforcing HSE systems across all project locations.
Key Responsibilities
HSE Strategy & Implementation
- Develop and implement project-specific HSE plans and procedures.
- Ensure compliance with Saudi regulations and international safety standards.
- Lead the HSE team across multiple project sites.
- Promote a proactive safety culture throughout the organization.
Site Safety Management
- Conduct regular site inspections and safety audits.
- Identify hazards and implement corrective and preventive actions.
- Ensure safe execution of construction activities in water and infrastructure environments.
- Monitor contractor compliance with HSE requirements.
Regulatory & Standards Compliance
- Ensure compliance with OSHA or NEBOSH standards.
- Enforce adherence to project safety specifications and contractual obligations.
- Coordinate with authorities and regulatory bodies when required.
Reporting & Incident Management
- Investigate incidents and prepare detailed reports.
- Maintain HSE records, logs, and documentation.
- Conduct safety meetings and toolbox talks.
- Prepare HSE performance reports for senior management.
Minimum Qualifications
Education
- Appropriate University Degree (Minimum Requirement)
- Must be a qualified Engineer in compliance with new committee regulations
- Minimum 10 years of professional experience
Experience Requirements
- Proven HSE experience in similar infrastructure or water projects.
- Experience in:
- Water Projects
- STP projects
- Pipeline construction
- Water tank projects
- Demonstrated leadership in construction site safety management.
Certification (Mandatory)
- OSHA or NEBOSH Certification
Language Requirements
- English: Fluent (Mandatory)
- Arabic: Fluent (Mandatory)
Working Conditions
- On-site role across Riyadh – Dammam – Jeddah – Mecca
- Full-time engagement for the entire Four (4) Year project duration
- Travel between project locations as required
