Role Summary
The HSE Officer will support the implementation and supervision of Health, Safety, and Environmental (HSE) activities across construction and infrastructure projects, particularly water-related projects. The role requires hands-on site experience from an HSE perspective, ensuring compliance with safety regulations and company policies.
This is a site-based operational role focused on monitoring safety practices, conducting inspections, and supporting the HSE Manager in maintaining a safe working environment.
Key Responsibilities
HSE Implementation & Monitoring
- Monitor daily site activities to ensure compliance with HSE procedures.
- Conduct routine site inspections and identify safety hazards.
- Ensure proper use of personal protective equipment (PPE).
- Enforce safety policies and safe work practices on site.
Construction & Infrastructure Oversight
- Supervise construction and infrastructure implementation from an HSE point of view.
- Verify contractor compliance with approved safety method statements.
- Monitor high-risk activities and ensure proper control measures are in place.
- Support safe execution of water, pipeline, and STP-related works.
Reporting & Documentation
- Maintain HSE logs, inspection reports, and safety records.
- Report incidents, near misses, and unsafe conditions.
- Participate in safety meetings and toolbox talks.
- Assist in incident investigations and corrective action implementation.
Compliance & Coordination
- Coordinate with HSE Manager and site engineers.
- Support audits and safety reviews.
- Ensure compliance with project and regulatory HSE requirements.
Minimum Qualifications
Education
- Post-Secondary Diploma (Minimum Requirement)
- Minimum 7 years of professional experience
Experience Requirements
- Minimum 3 years of experience in similar construction or infrastructure projects.
- Proven experience in:
- Construction implementation and supervision
- Infrastructure projects
- Water-related projects (preferred)
- Strong understanding of site safety practices and risk assessment.
Certification
- HSE certifications (e.g., OSHA, NEBOSH, or equivalent) are advantageous (if available).
Language Requirements
- English: Not Defined (Fluency Preferred)
- Arabic: Not Defined (Fluency Preferred)
Working Conditions
- On-site role across Riyadh – Dammam – Jeddah – Mecca
- Full-time engagement for the entire Four (4) Year project duration
- Travel between project locations as required
