Role Summary
The Procurement / Materials Manager will be responsible for managing procurement operations and material supply for large-scale water infrastructure projects. The role requires strong experience in water projects and purchasing management, ensuring timely sourcing, supplier coordination, cost control, and compliance with project specifications.
This is a senior site-based managerial role supporting multi-location project execution across Saudi Arabia.
Key Responsibilities
Procurement Management
- Develop and implement procurement strategies for water infrastructure projects.
- Source materials, equipment, and subcontract services in line with project requirements.
- Evaluate and negotiate with suppliers and vendors.
- Ensure cost-effective purchasing aligned with project budgets.
Materials Planning & Control
- Forecast material requirements based on project schedules.
- Monitor material deliveries and ensure on-time supply to site.
- Maintain material tracking systems and inventory controls.
- Prevent delays caused by procurement or supply chain issues.
Vendor & Contract Coordination
- Prepare RFQs, bid evaluations, and comparative analysis reports.
- Manage supplier performance and compliance.
- Coordinate with Project Managers and site teams regarding material specifications.
- Ensure all procurement activities align with contractual obligations.
Compliance & Documentation
- Maintain procurement documentation and purchase records.
- Ensure materials meet technical specifications and quality standards.
- Support audits and commercial reviews when required.
Minimum Qualifications
Education
- Bachelor’s Degree in Civil Engineering
- Minimum 15 years of experience with Bachelor’s Degree
Experience Requirements
- Proven experience in water infrastructure projects.
- Strong background in procurement and purchasing management.
- Experience in:
- STP projects
- Pipeline projects
- Water tank construction projects
- Demonstrated experience in supplier negotiation and materials management.
- Experience working within Saudi Arabia is preferred.
Certification
- Professional certifications in procurement or supply chain management are advantageous (if available).
Language Requirements
- English: Fluent (Mandatory)
- Arabic: Fluent (Mandatory)
Working Conditions
- On-site role across Riyadh – Dammam – Jeddah – Mecca
- Full-time engagement for the entire Four (4) Year project duration
- Travel between project locations as required
