Role Summary
The Senior QS (Cost Controller) will oversee all cost management and quantity surveying functions for major water infrastructure projects in Saudi Arabia. The role requires strong familiarity with water technical standards in KSA and extensive experience in cost control within infrastructure environments.
This is a senior site-based commercial role responsible for budget control, cost reporting, financial risk mitigation, and contract cost compliance.
Key Responsibilities
Cost Management & Budget Control
- Prepare and monitor project budgets and cost forecasts.
- Track project expenditures against approved budgets.
- Analyze cost variances and implement corrective measures.
- Prepare detailed cost reports for senior management.
Quantity Surveying
- Review and verify quantities and measurement of works.
- Evaluate contractor payment applications and certifications.
- Prepare interim valuations and final accounts.
- Assess variations and cost implications.
Contract & Commercial Support
- Support contract administration related to cost matters.
- Monitor contractual compliance in financial terms.
- Assist in claims evaluation and variation analysis.
- Ensure cost control procedures align with project agreements.
Technical & Regulatory Compliance
- Ensure compliance with water technical standards in KSA.
- Coordinate with engineering and construction teams for cost-effective execution.
- Support audits and financial reviews when required.
Minimum Qualifications
Education
- Bachelor’s Degree in Civil Engineering
- Minimum 15 years of experience with Bachelor’s Degree
Experience Requirements
- Proven experience as Senior QS or Cost Controller in water infrastructure projects.
- Strong background in:
- Water Projects
- STP projects
- Pipeline projects
- Water tank projects
- Demonstrated familiarity with water technical standards in KSA.
- Solid expertise in cost management and financial reporting.
Certification
- Certification in Cost Management (as indicated)
- Professional QS certifications are advantageous (if available).
Language Requirements
- English: Fluent (Mandatory)
- Arabic: Fluent (Mandatory)
Working Conditions
- On-site role across Riyadh – Dammam – Jeddah – Mecca
- Full-time engagement for the entire Four (4) Year project duration
- Travel between project locations as required
